In research done last year we tried to investigate various ICT abilities to determine which ones were low by using an ICT utilization instruction checklist for researching the lesson methods that train students in the ability of ICT instruction. The result of the checklist showed that the ratings for the third year university students were lower than the ratings of the second year students. We implemented an interview survey and analyzed them to try and find the reason. The results are follows:1 The reason why the evaluation ratings dropped is that during lessons and in volunteer experience the students found that they can’t use ICT completely . 2 A difference exists in the amount of knowledge required related to ICT between second year students and third year students.
