Many houses sank and leaned in this earthquake. Lifeline facilities such as roads, water supply and sewerage, gas and electricity were also damaged and cut off. As a result, it had a great impact on the continuation of the residents’ daily lives and restoration activities.\nIn this paper, we analyzed seismic ground motion, topography/ground, and development history for each area where liquefaction countermeasures were implemented. The effectiveness of liquefaction countermeasures was verified by comparing and examining the actual state of groundwater level decline after construction. As a result, recommendations were made regarding the planning of emergency transport road networks. As a countermeasure against liquefaction, the groundwater level lowering method, which has been proven in the Great East Japan Earthquake, is effective in order to integrally deal with emergency transportation roads and disaster prevention bases.
