は，地域におけるエリア全体のエネルギー利用の効率化による省エネルギーの促進や再生可能エネルギーの導入など，都市の環境問題や交通システム，住民のライフスタイル変革まで，複合的・総合的に組み合わせた社会システムにおける概念のことである。\n　スマートコミュニティでは，家庭や企業などによる省エネルギーの促進とともに，太陽光や太陽熱，水力，風力，バイオマス，地熱など発電といった再生可能エネルギーの導入によるエネルギー源の多様化，および地球温暖化の進行を防ぐための省CO_2 (二酸化炭素)化や電気自動車 (Electric Vehicles) の導入などの活用において，IT (Information Technology) を積極的に活用したエネルギー・マネジメント・システム (Energy Management System)
